1. File for the Lump-sum Withdrawal Payment
Any further enquiries must be directed to the designated tax office where you were a resident in Japan. Please note that JET participants must personally pursue their specific case with their contracting organization and local tax authorities.
1. Designate a tax agent.
- Before you leave Japan, get a copy of the document called "Notification of Tax Agent" (nouzei kanrinin no todokesho- gaikokujin-you) from any tax office branch or here. Instructions in Japanese are here, and in English here.
- When designating a tax agent, find someone you trust (a colleague, friend, etc.) with financial matters and whom you can easily correspond with once you return to your home country.
- A tax agent must be a resident of Japan, but does not have to be a Japanese national.
- A tax agent should be somebody who is proficient in Japanese, as they will have to communicate with the tax office and fill out Japanese forms on your behalf.
- Tax procedures and documents must be submitted to the tax office with jurisdiction over your address in Japan, so it is best to pick someone who lives near you.
- Keep in mind: Asking someone to be your tax agent places a burden on them, and no one, including anyone at your base school, is obligated to do so.
- There are online services that help international residents claim their pension tax refund for a fee. Make sure you clearly understand the fees and methods.
- **If you leave Japan without filing the "Notification of Tax Agent", you can file it when making your claim for a tax refund.**
After Leaving Japan
1. File for the Lump-sum Withdrawal Payment
- After leaving Japan, file for the Lump-sum Withdrawal Payment.
- Once you have received the payment from the Japan Pension Office, send the original copy of the "Notice of Payment of the Lump-sum Withdrawal Payment (Entitlement)" (dattai ichijikin shikyu kettei tsuchisho), which is sent to you with remittance of the Lump-sum Withdrawal Payment, to your tax agent.
- You may file for the tax refund as soon as you receive of Notice of Payment of the Lump-sum Withdrawal Payment. You do not need to wait until January of the following year in order to file for this refund, as you would with other tax refunds.
- Have your tax agent go to the same tax office you used when in Japan.
- They will need to file the “Notice of Payment of the Lump-Sum Withdrawal Payment” along with an income tax return form (確定申告書 kakutei shinkokusho) on your behalf.
- The refund will be deposited into the bank account your tax agent designates in Japan.
- This can take 2+ months.
- It’s up to you to research the best way to send the money. Keep in mind that your tax agent may incur handling and service fees when remitting the money to you.
- Thoroughly discuss the process on how to receive your money beforehand and be as accommodating as possible.
